Unsatisfactory position.

I have the honour to ask assistance in the matter of enforcing on companies registered in Hongkong under the China (Companies) Order in Council of 1915 companies, where necessary, with Article 3 of the China (Companies) Amendment Order in Council of 1919.

My attention was called to the position of the Wing On Company (Shanghai) Limited, and after some correspon- dence, the Registrar at Hongkong sent me on 8th March the enclosed despatch which describes accurately the present awkward state of things.

Copy of my reply is also enclosed.

His Excellency the Governor also telegraphed and wrote on luth March asking me to wait till the Companies Ordinance of 1915 was amended so as to coincide with the 1919 Order, which was not officially communicated to Hongkong at the time of issue.

I have not, however, heard any news of the expect- ed amending Ordinance and meanwhile I am unable to enforce the

article referred to.

I venture to suggest that the Foreign Office might be informed of the above facts with a view to moving the Colonial Office to issue the necessary instructions for the passing of the requisite amended Ordinance.
